Hello. An issue on the wiki is that only administrators can move file names. This is simply, notoriously annoying. I propose rollbacks get the following rights:

movefile
reupload
noratelimit
suppressredirect

If we can get more people here by allowing this, then that sounds like a great idea. Its a shame we don't have any rollbackers around here.
